With reference to the alleged illtreatment of the de-

-clarants in the Gaol I can only say that I was surprised to see

such allegations in the Canton statements and that until I saw them

I had not the faintest suspicion that Tang Chung and Young Fat had

any complaint to make of the way they were treated while under de-

-tention. Something was said about one of the witnesses requiring

opium, he being a confirmed opium smoker but I cannot recollect who

this was and I simply took down the statements of the various wit-

-nesses in the Superintendent's Office and knew nothing of the

places in which they were kept while not under examination.

With reference to the latter part of paragraph 22 of

Stanton's petition it might be well to point out that Sham Io's

1000 satement and explanation of the account was begun on the 10th.July so

that it is rather incorrect to say that his (Stanton's) suspension on

the 13th.July was "without a Tittle of evidence obtained or a word of

explanation asked". The deduction drawn in paragraph 23 of Stanton's p

petition that the list was unreliable because it contained the numbrs

of Hall and Mann is not justified by the facts. As You are aware, both
